Transparency in Coverage


The Transparency in Coverage Final Rule, issued by the Centers for Medicare & Medicaid Services (CMS), requires certain health plans and insurers to publish machine-readable files (MRFs) containing negotiated rates and other pricing information. These files are intended to increase healthcare pricing transparency and help promote informed decision-making.

Through UnitedHealthcare, UMR, and HealthSCOPE Benefits, the required Machine-Readable Files are created and maintained on behalf of Capitol Imaging Services. Capitol Imaging Services does not generate or host these files directly.

The information is intended primarily for developers, researchers, employers, and other organizations that analyze healthcare pricing data. Because these files are extremely large and highly technical, they are not designed for typical patient use.
